it's just a steady hand since i have no pen tool on my PS xD to make them kinda fuzzy, duplicate the layer, go to filter>blur>gaussian blur and put it between 1.0 and 2.3. or a blur of your choice :3 if it appears too fuzzy, change the opacity of the blurred layer
